Flood Control Risk Identification and Quantitative Assessment of a Large-Scale Water Transfer Project

Flood control risk is one of the main risks affecting safe operation large-scale water transfer projects. Systematically identifying flood in project and carrying out classification hierarchical management are problems for managers. Based on theory system assessment, this paper starts with various sources events involved whole process disaster chain, factors, exposure disaster-bearing body, vulnerability disaster-originating environment combined. Then, we systematically comprehensively identify a project, which divided into four types elements: rainfall–runoff; confluence flow capacity; geological characteristics canal section; economic social layouts. Specific factors identified each type element, evaluation index proposed. According to framework analytic hierarchy (AHP), quantitative assessment comprehensive projects carried out. Taking middle route South-to-North Water Transfer Project China as an example, evaluates integrated 39 engineering units, identifies six units higher levels, analyzes causes, suggests non-engineering countermeasures prevent reduce occurrence accidents. This method not only used stage inter-basin but also has reference value considering optimal layout transmission line from perspective planning design stage.
